If you set Properties > Far Clipping to No Clip, the dashed clipping extent will not be visible.
If the elevation view does not have Crop View checked the dashed crop boundary lines will not be visible.
By default, the solid blue elevation view plane should always be visible.
What if you find yourself in a scenario where the view plane line is not visible in the view?
One item to check for is a copied elevation tag where the view pointers were not copied as well. For example you have an elevation tag with one view pointer. The elevation tag is copied and pasted. When selecting the view pointer in the copy the plane is seemingly missing.
Zoom out and verify if it is overlapping another elevation where it was copied from:
