The palette contains the type selector, instance properties, properties filter [to filter multiple object type selections] and the shortcut to the type properties dialog:
When no objects are selected, by default the view instance properties or sheet properties will automatically be active.
You can choose to close the properties palette as well. If closed you can access the properties after selecting an object > Modify Properties or Type Properties.
This looks wonderful. Can it be placed on a second screen like the project browser?

Yes you can place the Properties Palette on a second monitor. The location on this monitor will also be restored for subsequent startups.
