You have a number of revisions in your project. At some point you arrange the revision order in the View > Sheet Issues/Revisions list. Let's say one of these revisions is set > None for numbering, just so it is clear where you want it to appear in the list. You then notice the Title Block does not reflect the desired revision order; what should you check for?

By default a Revit Title Block family includes a parameter called Revision Sequence. This parameter is set to Formatting > Hidden Field in the Revision Schedule View [inside the Title Block family].
And the Revision schedule in the Title Block family, by default, sorts by Revision Sequence > Ascending under Sorting/Grouping.
If you notice an inconsistency between the Title Block family [Revision Schedule view] and the Project Sheet Issues/Revisions list, verify the presence of the Revision Sequence Parameter in the Title Block family under:
Project Browser > Views > Schedules > Revision Schedule > Fields. Then verify it is being used to sort by under Sorting/Grouping. Once present, and the Title Block family is loaded into the project, the list should appear consistent.
